Multi-Family Development Task Force Minutes

 


May 30, 2007

Task Force Members Present:  Matt Bailey, Mike Breeding, King Coltrin, Sam Coryell, Jim Dow, Jim Hansen, Bob Hunt, Jack Hunter, Robert Jones, Glen Larson, Kerry Norman, Kevin Roods, Tim Roth, Gene Walker, Ron Weis, Gary Wilson

Staff Present:  Ralph Rognstad, Jr., Ann Razer, Bob Hosmer,

Ms. Razer stated that after meeting with other City Government staff, slight changes to the wording on the Tree Preservation portion should be considered.

Mr. Hosmer reviewed the Tree Preservation language and proposed changing the language to:  a tree six inches or greater in diameter measured 4 ½ feet above the ground must be preserved or replaced with a tree of at least two inches in diameter – for a total of 7 trees per acre.  Trees meeting the landscape ordinance may be counted toward this requirement.  Mr. Hosmer called for a vote.  All were in favor, none opposed. 

Mr. Hosmer reviewed and conducted a lengthy discussion on the Opportunities and Constraints portion.  It was agreed that staff would look at the opportunities and constraints early on and would give their comments to the developer.  Mr. Hosmer also discussed the ways these opportunities and constraints could alter the overall site evaluation.  He stated that there will be circumstances when staff need this flexibility.  Staff will need to justify, thoroughly, the reasons for recommending more or less density.  Ms. Razer asked for a motion or suggestions for possible changes.  A task force member made a motion to delete item #3 under section 5.7 - Opportunities and Constraints.  The motion was seconded.  The motion carried. 

Task force members also discussed item #9.  Members suggested changing the sentence to:  Is the site near a university/college or other use that could generate the need for additional higher density residential development that may augment the land use accessibility analysis.  A task force member motioned to accept the modifications.  The motion was seconded.  The motion carried.  

Mr. Hosmer reviewed and conducted a lengthy discussion on section 5.8 - Bonus Density.  Members suggested that these items, while being cumulative, will not allow more than 40 du/ac.  Members of the task force discussed the wording for one dwelling unit per acre.  Members had a discussion on affordable housing.  A task force member motioned to eliminate “b” and move “c” to “b”.  The motion was seconded.  The motion carried.  Mr. Hosmer stated that he would clean up the wording and bring the text back for review.  

Mr. Hosmer conducted a discussion on matrix numbers and totals.  Mr. Hosmer reviewed the Assessment Matrix Criteria form.
