Multi-Family Development Task Force Minutes


March 5, 2007

 

Task Force Members Present:  Matt Bailey, Mike Breeding, King Coltrin, Jim Dow, Cameron Eoff, Brent Haselhorst, Bob Horton, Bob Hunt, Jack Hunter, Robert Jones, Glen Larson, Matt Miller, Matt Morrow, Kerry Norman, Steve Reith, Kevin Roods, Tim Roth, Brent Stevens, Gene Walker, Linda Walker, Ron Weis, Tom Whitson, Gary Wilson

Staff Present:  David Hutchison, Bob Hosmer, Ann Razer, Ralph Rognstad

Anyone attending and not listed should notify staff.

The meeting began with a lengthy presentation on how the matrix was applied to 11 test cases in Springfield and how the point system worked out.  It should be noted that because the design guideline did not exist at the time of construction or site design, none f the cases made points on design guidelines.  This resulted in relatively scores.  However, if some or all of the design guidelines had been met the test cases would have resulted in a variety of scores.  Some cases could have gotten scores allowing the maximum density.  The task force members asked a number of questions during the presentation.

The task force agreed to the following:

  • Green buildings (LEED certification) should factor in under other considerations.
  • Environmental issues should factor in in some way.
  • Affordable housing should factor in in some way.

Task force member made the following comments:

  • A developer should be able to see how many points the development gets on the matrix then have a chance to withdraw and redesign in an effort to earn more points.
  • Interior roads must be designed with the safety of children in mind.
  • Higher densities should be allowed in activity centers (as shown on the comprehensive plan).
  • The task force would like to consider more points for design (developing more criteria).

Staff will follow up on these points in later meetings.

The meeting was adjourned.
