Development Task Force Minutes
December 4, 2006

The meeting began with distribution of a handout and a review of the matrix from Charlotte, North Carolina. Staff presented information on Connectivity Analysis and Road Network Analysis. Staff presented information on how these elements of the Charlotte matrix would apply to the Old Monterey Apartments in Springfield.
After a task force discussion of Connectivity Analysis, the task force agreed to use a ½ mile radius and a ¼ mile radius in the calculations, just as Charlotte does. The task force also agreed to include greenways in the calculation. The task force agreed to take out cul-de-sacs and stub streets from the calculations.
After task force discussion of Road Network Analysis, the task force asked staff to suspend discussion and indicated that they were ready to accept this portion of the matrix. A motion was made that the task force meetings stop for meeting a time to allow staff to apply the matrix to several multifamily developments (some built, some in the planning stages, some that were denied during the application process). The motion passed 16 to 2. Staff committed to applying the matrix to 10 – 12 cases.
Staff continued with a presentation on the Charlotte Design Guidelines as found in the matrix. A handout was distributed. There was discussion about how Charlotte awards points for design guidelines. In Charlotte the applicant either meets all the design guidelines and gets all the points or gets no points at all in this section of the matrix. Staff and the task force discussed the possibility of setting up a matrix that allows applicants to get different numbers of points based on how many of the design guideline they meet. Springfield would not have an all or nothing approach to points for design guidelines. There was general agreement that staff would come back to the task force with a proposal. One possibility that was discussed was to give half the possible points if half the design guidelines are met. The task force will develop a recommendation at a future meeting.
The meeting adjourned. Staff will set a date for the next meeting. The date will depend on how long it takes to apply the matrix to 10 – 12 cases. Staff will notify the task force of the date and time of the next meeting.
